RIIRTM203E – Work as a safety observer / spotter

This nationally recognised unit provides the skills and knowledge to act as a safety observer / spotter on worksites. Training includes hazard identification, managing pedestrian and vehicle interfaces, establishing exclusion zones, and maintaining communication with operational teams while observing work activities under supervision.

Introduction:

The RIIRTM203E – Work as a Safety Observer / Spotter course develops competency in monitoring and managing safety around moving plant, personnel, and worksites where controlled observation is required. The observer / spotter plays a critical role in preventing collisions, maintaining exclusion zones, and ensuring that operations follow site and regulatory safety protocols.

This unit is typically performed under supervision, but requires an understanding of site procedures, traffic management plans, communication systems, and hazard controls to maintain a safe work environment.

Target Audience:

This course is suitable for:

  • Workers assigned as safety observers, spotters, or traffic monitors on site.
  • Personnel supporting operations where moving plant, vehicles, and pedestrian zones interact.
  • Those who need credentials to work in traffic / exclusion zone control roles.
  • Supervisors or safety officers wanting insight into effective observation / exclusion control.

Learning Outcomes:

  • Plan and prepare for observer / spotter duties, interpret work instructions and site safety documentation.
  • Identify, assess and manage hazards in areas of vehicle / pedestrian interface.
  • Support work activities by maintaining exclusion zones, observing operations, and communicating hazards.
  • Operate communication devices (radios / signals) for coordination and safety.
  • Maintain sight lines and visibility for observing tasks.
  • Conduct clean-up: inspect, store equipment, and tidy the work area.

Learning Methods:

  • Theory / Classroom Delivery: Concepts, legislation, risk assessment, observation techniques
  • Case Studies / Scenarios: Simulated site layouts, spotting tasks, hazard spotting
  • Practical Observation Exercises: In a controlled environment with plant / mock operations
  • Assessment: Written / verbal knowledge tests plus demonstration of observer / spotter tasks

Program Benefits:

  • Improves safety oversight on worksites, particularly in high-risk plant / pedestrian interface areas.
  • Helps reduce incidents, near-misses, and unsafe interactions between plant, vehicles and personnel.
  • Provides a nationally recognised Statement of Attainment in RIIRTM203E.
  • Useful in construction, civil infrastructure, mining, utilities, and maintenance operations.

Content:

  • Legislative and site safety requirements (traffic / exclusion / plant interface)
  • Work instructions, documentation, and risk assessment
  • Hazard identification and control measures (e.g. proximity to plant, blind spots, pedestrian risks)
  • Establishment and maintenance of exclusion zones / no-go areas
  • Communication protocols and use of signalling / radio systems
  • Observation techniques, maintaining sight lines, situational awareness
  • Clean-up tasks: equipment inspection, area clearance, documentation
